With reference to Your Lordship's

Despatch No. 24 of the 3rd. ultimo, I have the honour to

forward a copy of a letter from the Chief Justice on the

subject of Ordinance No. 20 of 1908 together with a copy

of the judgment referred to, which makes clear the purport

of the measure.
